Analyzing the Impact of Vaccination on COVID-19 Confirmed Cases and Deaths in Azerbaijan Using Machine Learning Algorithm

For almost two years, the world has been battling a global trouble- the COVID-19 pandemic. The disease, which has spread to about 225 countries around the world, has devastated the healthcare system of even the most developed countries.  Governments have found the only way out is to impose a strict quarantine regime and state of emergency. Scientists immediately began testing the vaccine. Vaccination would still be the only savior of the planet's inhabitants.Because many of these pandemic infections have exactly been prevented thanks to vaccines in the past. Although the reduction in the number of infections after strict quarantine measures allowed the restrictions to be eased, the next wave  was starting soon. This made it necessary the preparation of the vaccine as soon as possible. At the end of last year, the expected news came. Thus, in December 2020, the vaccination process has been launched in a number of countries. Azerbaijan is also one of the first countries to join the vaccination. The vaccination process, which began on January 18, 2021 continues, provided that 4 types of vaccines are available to the population. As a result of vaccination, the epidemiological situation in Azerbaijan is under control, as in many countries. In this article has been attempted to find a correlation between vaccination and COVID-19-confirmed cases and deaths. For this purpose, the k-means cluster-based machine learning method has been used in the Azerbaijan data collection obtained from the GitHub repository of the Center for Systems Science and Engineering at Johns Hopkins University. This research can benefit governments, stakeholders, and relevant institutions in the health care sector in monitor the vaccination process and more detally assess the epidemiological situation , and make important decisions to control and manage the spread of the disease.

Improvement and Practice of Secondary School Geography Teachers' Informatization Teaching Ability Based on the Perspective of MOOCs

The modernization of education requires secondary school teachers to improve their information-based teaching ability, and applying MOOCs to secondary school geography classroom teaching is also a new attempt. Applying MOOCs to secondary school geography classrooms can change the traditional teaching mode and cultivate students' independent learning ability. This paper mainly explores the feasibility of applying MOOC to secondary school geography teachers in the classroom and proposes strategies for teachers to effectively improve their informational teaching ability and level in applying MOOC to teaching. At the same time, the teaching method of combining MOOC with the flipped classroom is proposed for the inherent shortcomings of MOOC itself. The article also discusses practical ways to improve secondary school geography teachers' information ability, including changing teachers' teaching concepts, strengthening teachers' training, increasing hardware investment, and building digital campuses. The study can provide a reference for current secondary school geography teachers to improve their ability and use of information technology and innovate classroom teaching modes and methods.

An Empirical Study on Make-or-buy Decision Making

Every enterprise will be based on the other enterprise to manufacture, product items/parts, for make or buy. The make-buy decision is based on the assessment whether it should be manufactured or buy it from an outside supplier to produce a component internally or to buy it from the outside. It depends on cost and profitability. The cost for both the alternatives may be calculated and the alternative with less cost is to be chosen. The aim of any enterprise is to improve its performance that is measured in terms of profitability. There is some research that has been carried out to make the decision based on profitability of the enterprise for make or buy decision.  The strategy is based on cost, flexibility and responsiveness of work to be carried out. However, some of the research is required to maintain the relationship between profitability and make or buy decision.

The reports of this paper attempt made on how buying decision influences the performances of an enterprise. The different sectors were chosen for the study such as Manufacturing, Automobile, Food, Textile and Hospitality. The focus of the study was based on three theories such as operational control, performance management and decision. The paper reveals the current trends and make or buy decision of the components and its relationship in taking decisions. It also discusses the two techniques break even analysis and economic analysis for decision making in make or buy decision. The study discusses the advantage of outsourcing and discusses the four theories in the study for make and buys decision

Application of Digital Forensics to Identify Human Voices Using the System Development Life Cycle (SDLC) Method

This study aims to identify digital audio forensics using the System Development Life Cycle (SLDC) method which is used as a reference in the audio forensic investigation process. The process of testing the application of the framework that was carried out succeeded in identifying audio evidence with the identification results that subject x sampling (known) was identical to recorded evidence (unknown) with the results obtained for more than 4 identical words and supporting the prosecution hypothesis. Also, the results of the feasibility test of a framework that has been developed as a reference standard for comparison of frameworks related to other audio forensics, show that the framework that has been developed has a more complete stage to be used in the audio forensic investigation process. The results of Spectrogram analysis and Pict analysis on values matrix cross similarity level of evidence with audio subject Nasri4Y has the highest similarity value 0.9575822. The results of reading the audio evidence matrix with audio subject Bakrim5Y have the lowest similarity value 0.48924464. The results of reading the matrix, audio subject- B with audio subject Bakrim3Y have the highest similarity value of 0.9287775 because it is a sample voice from the same person. The results of the reading of the matrix, Nasri2Y audio subject, and Nasri4Y audio subject have a similarity value of 0.9575822 because they are sound samples from the same person. The results of reading the matrix audio subject Nasri2Y with audio subject Nasri4Y have the highest similarity value of 0.9575822, from this result it can be said a significant value because the audio subject Nasri2Y and Nasri4Y have the most similar level of sound samples from other subjects because Nasri2Y and Nasri4Y are sound samples from the same person.

A Flaming Ions and Fire Accident Detection and Notification System: Imperative to Learning C-Programming Language

Fire is a threat to lives and properties when no proactive measure is engaged towards curbing the occurrence. Fire occurs whenever there is a complete reaction of combustible fuel, heat and oxygen. The students require technological skills for digitally-based society. This paper presented an automated flaming ions–fire detection and notification system that detected a combustible flaming ion before fire occurs, alerted the relevant authority using Short Message Service (SMS) through Global System for Mobile Communication (GSM) modem for urgent attention and imparted students with relevant skills in designing and implementation of automated systems. The developed system was continuously scanning for detection of combustible flaming ions by the sensors in its vicinity. The relevant authority not available within the surroundings as well as people within the neighbourhood was alerted for fast response before the fire incidence. The developed system had a response mean-time of 3.55s in detecting flaming ions before the occurrence of fire. The flaming ions were detected at the mean-time of 3.55seconds prior to the fire occurrence from the tested materials. It was remarked by the users that a prompt detection of flaming ions could prompt response from fire fighters and prevent any damages from fire incidence and principally, the students in the field of Computer Science were imparted with computational skills in designing and implementing a detection and notification system.
