Technical Issues in E-Governance Initiatives in Satara District in Maharashtra State (India)

Maharashtra is one of the biggest states in India. The state as well as the central government is spending millions of rupees for providing the online services. However, their efforts and large investments result into launching various e-governance projects in the country. Common Service Centre, Public Distribution System and Land Record System, three projects are very important as citizen’s centric services concern. These projects are implemented by the state government through their subsidiary offices. Collector office is one of them. At the district level, Collector office is responsible for implementing and smoothly running of the e-governance projects. A rapid change in the technology is forcing new changes to be accepted in the e-governance domain. Considering these changes, government is slow in redefining the Government Process Reengineering, citizens’ relation, employee relationship. There are a lot of issues arise at the ground level in the implementation of the projects. Issues can be categorized as technical, administrative, financial, managerial etc. This research paper focuses on technical development and technical issues found in Satara district at the ground level while developing, implementing, delivering the services to the citizens, business and government and sustaining the projects.

Determination of Reproduction Accuracy of Dot Area of Irregular Structure

The paper deals with the analysis and calculation of the impact of raster element structure on the reproduction accuracy of the area.
The process of screening is one of the important stages of preparing images for printing. Depending on the method of forming of an area of a printing element are distinguished: continuous, which is conventionally called analog screening, and screening with their discrete variables - digital screening. Digital screening systems are widely used in computer publishing systems. In the digital screening of forming shape and sizes of raster elements carried out discrete using raster image processor (RIP).
A well-known fact is that the value of the dot area is a key information-bearing parameter of discrete screening since reproduction of halftone key in a raster image is carried out by changing the dot area. It is therefore an important and relevant task to determine the dot area.

A Mobile based Intelligent Question Answering System for Education Domain

The domain of intelligent question answering systems is leading the major role in fulfill the user requirement with specific answers stimulate QA research to the next level with machine learning techniques. In this paper, we present mobile based question answering system acts as a personal assistant in learning and for providing the user with information on computers, software and hardware, book reviews by using natural language for the communications. The proposed Mobile based QA models will accept the natural language query, analysis and match them with information stored in the knowledge base and display the optimized result. The knowledge base created from the benchmark data set such as Amazon book reviews, 20newsgroup and Yahoo! Answer data set clustered with content specific clustering and displays the outcome in the form of snippets as output. Sentiment analysis used to decrease the vocabulary gap among the user query and retrieved candidate answer solutions. The results of the proposed interface evaluated with standard metrics such as Precision, Recall, F1-Score, Inverse precision and Inverse recall for the appropriate return of relevant answer.

E–content marketing is an emerging strategy in a marketing arena to shift the paradigm from traditional marketing to digital marketing. Digital marketing is an appropriate alternative to collaborate with a traditional marketing for enhance marketing strategies to reach globally. In India used the different kind of marketing strategies, however, in recent times, marketers focus on a digital marketing keeping view of its effectiveness and efficiency. Furthermore, a marketer needs to develop such strategies which should be consumer oriented. The digital marketing should be based on consumer interest and their product requirements. In this research paper, we discuss digital marketing with a perspective of consumer interest and requirements. After analysis of the digital marketing, we found that it is a robust medium to reach as globally within a fraction of the second.

An Information-based Integration Framework to Support Building Construction Industry

Information integration provides the basis for effective team work. The research work is aimed at for-mulating a framework of information integration to sup-port the building construction industry. A conceptual model was created based on the requirements obtained from the industry. Qualitative research and quantitative research were adopted for the study which involves ex-pert opinion, data requirements and data collection method, data analysis and sensitizing concepts. Questionnaire was developed and administered based on the information obtained from the interview. Drawing on the interviews and the questionnaires administered, a framework was developed to harness the information needed for construction projects. This paper provides members such as land surveyor, contractor, quantity surveyor, engineers, architect and project manager in a team the platform to execute their work from anywhere and anytime without delay. The major advantages of this framework are: to provide members of a building construction team to work from anywhere and at any time and to articulate their activities in a way that can help develop positive work culture. Finally, the framework will enable information system developer develop a system to support building construction work activities.

Novel Design of 32-bit Asynchronous (RISC) Microprocessor & its Implementation on FPGA

As the efficiency and power consumption plays an important role in electronic system design, an asynchronous design is used to reduce such challenges faced in synchronous architectures. The asynchronous processors have a number of advantages, especially in SoC (System on chip) including reduced crosstalk between analog and digital circuits, ease of integrating multi-rate circuits, ease of component reuse and less power consumption as well. This paper deals with the novel design and implementation of such type of asynchronous microprocessor by using VHDL on Xilinx ISE tool wherein it has the capability of handling even I-Type, R-Type and Jump instructions with multiplier instruction packet. Moreover, it uses separate memory for instructions and data read-write that can be changed at any time.
